Berkley offers bill on study of Web wagers

WASHINGTON, DC — In another effort to roll back an Internet gambling ban, Rep. Shelley Berkley on Thursday introduced a bill calling for a one-year study of online wagering by the National Academy of Sciences.

“One of the advantages of this legislation is that it doesn’t take a side,” she said. “It doesn’t say Internet gambling is good or bad. It says ‘Let’s study the issue.’ ”

But Berkley, D-Nev., acknowledged she wants to repeal the Internet gambling ban approved last year by Congress.

“It’s very difficult to unring a bell once it has rung in Washington,” Berkley said. “But the ban was sneaked onto a port security bill, and the people who voted for it, including myself, were not contemplating a ban on Internet gambling.”

The measure was passed and signed into law in October.

Berkley’s bill comes one week after Rep. Barney Frank, D-Mass., proposed legislation to repeal the Internet gambling ban and require the Department of Treasury to regulate the $13 billion online wagering industry. Berkely’s approach differs radically from Frank’s. Instead of taking a pro- or anti-gambling stance, Berkley’s legislation asks for objective recommendations from the National Academy of Sciences.

“(Congress) is going to be told by the Justice Department that there’s lots of money laundering out there and that organized crime is involved (in Internet gambling),” said Joseph Kelly, a professor of business law at Buffalo State. “Once you have a study that comes out and says ‘Internet gambling can be safely regulated to ensure the suitability and solvency of all licensees, and under aged people can be kept out, etc.,’ then I think there’s a good chance of legislation such as Barney Frank’s bill being taken very seriously.”

Kelly also believes that when the U.K. begins issuing licenses this fall, the perceptions of many members of Congress may change.

“Great Britain’s regulatory system has the reputation of being maybe the toughest in the world,” Kelly said.

Berkley is a co-sponsor of Frank’s bill and Frank has said Berkley’s bill is “perfectly complementary” to his.

While Frank’s bill has 11 co-sponsors so far, Berkley claims to have 60 co-sponsors, including Frank and Nevada’s two other House members — Reps. Dean Heller and Jon Porter, both R-Nev.

Other Berkley co-sponsors include Rep. John Conyers, D-Mich., the chairman of the House Judiciary Committee which is likely to review Berkley’s bill, and Rep. Frank LoBiondo, a New Jersey Republican who represents casinos in Atlantic City.

Another bill, which would carve out an exemption from the ban for Internet poker players, is being drafted by Rep. Bob Wexler, D-Fla.

The National Research Council, a branch of the National Academy of Sciences, would conduct the Internet gambling study, according to Berkley’s bill.

Among other things, Berkley’s bill would:

* Assess the impact of the ban approved last year.

* Examine technological methods used by other countries which license and regulate Internet gambling.

* Analyze recent rulings on Internet gambling by the World Trade Organization.

Porter, who introduced a bill last year calling for an 18-month study of Internet gambling by a federal commission, said Berkley’s bill is more specific.

“I would say this (Berkley’s) bill has a better chance of passing because this time there will be more discussion and debate,” Porter said.

The UK gambling company Rank revenues up

The like-for-like revenue has increased by 3% in the first 3 months of the year, as the company is evermore focusing on its gambling business. Rank runs the Grosvenor casinos and the online gambling website Blue Square, which are seeing increase in profits, however its Mecca Bingo is pulling back, 1% lower revenues compared to last year. The biggest decline is in Rank’s gambling properties in Scotland, after the country imposed a smoking ban.

Grosvenor Casinos, granted this March a license to open a new casino in Southend, is seeing a revenue increase of 3% and spending up 10%, but admission was down 6%.

Blue Square, on online gambling website offering sports betting, casino and games, saw an increase of the whopping 40%.

The results of the gambling company did not seem to satisfy the investors, its stock closing negative 0.25% at 197.500 today (after hours at 196.49).

Legal action threatened over UK casino ads

BLACKPOOL, England – As reported by Blackpool Today: “Legal action was today threatened amid a growing row over an advert aimed at busting Blackpool’s supercasino bid.

“An angry group of Liberal Democrats are considering contacting lawyers after they were named in a national newspaper ad which called on MPs and Lords to vote against their town.

“It was published in two national newspapers ahead of last Wednesday’s crucial casino location debate in Parliament.

“Reportedly signed by a number of local politicians, together with some known anti-casino campaigners, it called for Parliament to back Manchester’s controversial selection. Steven Bate, Jon Bamborough and Doreen Holt say they did not give permission for their names to appear in the ad, which went against the views of the main three political parties in Blackpool.

“…[ Robert Wynne, leader of the Liberal Democrats in the resort,]said the three Lib Dems were now taking advice with a view to looking at possible legal action against the Noble Organisation – owners of Blackpool’s Coral Island complex – which ‘contributed’ to the advert’s cost…”

New clients help 888 top $90m

Online gambling group 888, which last week broke off takeover talks with bookmaker Ladbrokes, has bounced back from the loss of its American players to post better-than-expected full-year results and improved current trading.

Despite losing 55pc of its revenues when the US outlawed internet gambling last October, profits jumped 34pc to $90.5m (£45m) before tax, $4m of reorganisation costs and $8.8m of share incentives for directors and staff. In the first quarter of this year, net gaming revenue is up 19pc to $47m.

Gigi Levy, who took over as chief executive from John Anderson at the end of last year, said the loss of “the majority of our 26m registered customers” could have “potentially delivered a lethal blow to the business”.

The group axed 210 jobs, or 23pc of the workforce, and cut marketing costs by 16pc to $84.3m, but stepped up research and development spending by 71pc to $19.4m to lure fresh customers.

New multi-hand poker, blackjack and backgammon games, plus the acquisition of Globalcom’s bingo business, has helped win new clients.

Poker performed particularly strongly, with net revenues from continuing operations up 80pc to $68.2m. A further $60.9m of poker revenues came from the now discontinued US business. Ongoing casino revenues rose from $85.2m to $88.8m.

Mr Levy said 888 was looking at new ways to retain clients, such as developing sports content sites offering exclusive data. Shares in 888, which is paying a final 8.88 cent dividend, rose ¾ to 120¼p.
